Have your say on Boiler Upgrade Scheme amendments

The government is asking for opinions on proposed amendments to the Boiler Upgrade Scheme (BUS) in England and Wales and to certification requirements for BUS and other clean heat schemes.

The consultation is in two parts.

Part 1 seeks views on proposed amendments to the Boiler Upgrade Scheme (BUS) to increase access, grow demand and improve consumer protection. The proposed amendments include:
• Allowing new heat pump purchase options alongside the BUS grant
• Expanding eligibility for low-carbon heating technologies
• Reviewing potential barriers to the consumer installation journey
• Enhancing consumer protection by simplifying certification requirements and requiring installers to deduct grants up front.

Changes to the scheme could see additional technologies covered, such as air-to-air heat pumps and heat batteries, which are currently not eligible for grants under the scheme.

New hire purchase and ownership models could spread the cost of a heat pump over several years or households may be able to lease for a monthly fee instead.

Part 2 is about the certification of clean heat installations and wants views on the government’s proposal to require the Microgeneration Certification Scheme (MCS) as the sole certification scheme for clean heat installations delivered through BUS, Energy Company Obligation 4, Warm Homes: Local Grant, and Warm Homes: Social Housing Fund.

It would remove the option for multiple certification schemes to certify installations.

The consultation closes on 11:59pm on 11 June 2025.
